Infrastructure Concession Regulatory Commission (ICRC)

ICRC was established by the government in 2008 to manage and regulate concessions relating to infrastructure in the country. The agency started operations in 2009 and have in the past year embarked on awareness campaigns to raise its profile and visibility. There are little results to show for it. In my opinion, except convinced otherwise, ICRC is just a duplication of the Bureau for Public Enterprises (BPE); although surmounting this perception is debateable. The agency has been bank role by the Federal Government and enjoys considerable support from the international agencies and multilateral donors. ICRC is yet to facilitate a single successful concession of any infrastructure in Nigeria. Why has it failed to draw from the experience of Lagos state?  There is need to improve capacity and develop acceptable good policy.
